Bush's offering: a light and breezy book mixing personal and political remembrances that prove heavy on chatty anecdotes and light on policy prescriptions. If you read the last chapter you'll sort of learn where George W. stands on most things but still not really discern how he would actually run the country. There are no revelations, either personal or political; Bush's wild side and youthful indiscretions, like stealing a Christmas wreath from a New Haven hotel for his Yale fraternity, are touched on lightly to the extent that he discusses them at all. <I>A Charge to Keep</I> is so upbeat and positive that, in describing the Houston woman to whom he was engaged in college and from whom he ­gradually drifted apart­, Bush says simply, ­I still think the world of her and our parting was friendly. We were very young, we lived in different places and we gradually developed different lives.­<p>George W. has been labelled a lightweight by some; <I>A Charge to Keep</I> will do nothing to dispel that notion. It features lots of Bush family memories and numerous mentions of George W's famous parents, including letters from his father, the president. George W. has followed closely in his father's footsteps, attending the same prep school and the same college. He even belonged to the same secret society at Yale, Skull and Bones. From college it was on to flight school and the Texas Air National Guard, Harvard Business School and then (again, like his father) the Texas oil business and politics. George W. seems mostly in sync with his father on policy issues as well. ­A thousand points of light­ is transformed slightly to become ­compassionate conservative­, which pops up in the final chapter more than ten times. Readers will come away knowing many of the experiences and events that have helped shaped George W. but his future is still an open book. <I>--Linda Killian</I>

The narrative is classic Woodward: using his inside access to the major players, he offers an almost day-by-day account of the decision-making processes and power battles behind the headlines. Woodward's information is based on tape-recorded interviews of over a hundred sources (some unnamed), including four hours of exclusive interviews with the president, along with notes from cabinet meetings and access to some classified reports.<p> Woodward's analysis of President Bush's leadership style is especially fascinating. A self-described ­gut player­ who relies heavily on instinct, Bush comes across as a man of action continually pressing his cabinet for concrete results. The revelation that the president developed and publicly stated the so-called Bush Doctrine--the policy that the US would not only go after terrorists everywhere but also those governments or groups that harbour them--without first consulting Vice President Dick Cheney, Secretary of State Colin Powell or Defence Secretary Donald Rumsfeld is particularly telling. Other principals are examined with equal scrutiny. Though National Security Advisor Condoleezza Rice emerges as soft-spoken and even tentative during group meetings, it becomes clear that Bush is dependent on her for candid advice as well as for conveying his thoughts to his cabinet. The relationship between Powell and Rumsfeld (and to a lesser degree Powell and Cheney) is often strained, exposing their differences regarding how to deal with Iraq and whether coalition building or unilateralism is most appropriate. Woodward also describes how CIA director George Tenet prepared a paramilitary team to infiltrate Afghanistan to set the groundwork for invasion, and how this ushered in a new era of cooperation between the defence department and the CIA. Back in 1994, Kenneth Starr was appointed to investigate a series of investments made by Bill and Hillary Clinton; the Whitewater allegations never bore fruit, but then somebody whispered stories about the president and an intern named Monica Lewinsky into Starr's ear. He and his team of prosecutors sniffed around and this is what they've come up with: ­According to Ms. Lewinsky, she and the President had 10 sexual encounters, eight while she worked at the White House and two thereafter.­ The details are bathetic in their precision: ­during many of their sexual encounters,­ Starr notes, ­the President stood leaning against the doorway of the bathroom across from the study, which, he told Ms. Lewinsky, eased his sore back.­ And yes, as far as we know, that was the President's semen on Monica's navy dress. <p> Whether or not it's government's job to produce hackneyed narratives about young women who find themselves falling in love with powerful men is for voters to decide, but this story would be rejected outright by readers of Harold Robbins or Jackie Susann, were it not for the newsworthy elements. Of course, there's also the second half of the report, in which Starr explains how Clinton's attempts to prevent his relationship with Lewinsky from becoming public knowledge constitute grounds for his impeachment.
